Illinois Science & Technology Coalition
The ISTC is a state-wide organization representing the full range of science and technology activity in Illinois, with a mission to cultivate innovation and technology-based economic development. In this project, it acts as a convener of public and private partners who can facilitate and strengthen connections at the government level within the pilot communities and at the community level through local universities.
Smart Chicago Collaborative
The Smart Chicago Collaborative is a civic organization devoted to using technology to make lives better in Chicago. Their founding partners are the City of Chicago, the John D. and Catherine T. MacArthur Foundation, and The Chicago Community Trust. As a funding collaborative, they help bring together municipal, philanthropic, and corporate investments in civic innovation. Smart Chicago is assisting the ISTC in by helping community organizations discover their needs that might be met by software and applications, and by facilitating community-developer relationship via in-person outreach efforts and events in technology.
State of Illinois
On September 18, Governor Quinn signed a new executive order to further increase transparency and accountability in government by establishing a new state Open Operating Standard by encouraging state agencies and local governments across Illinois to increase the amount of raw data they share with each other, businesses, academic institutions, and the general public.
In addition to hosting the pilot communities’ data on Data.Illinois.gov, the State of Illinois is working hands on with the pilot community governments to train their technology managers on how to clean, format and upload data.
Chicago Community Trust
For 96 years, The Chicago Community Trust, our region’s community foundation, has connected the generosity of donors with community needs by making grants to organizations working to improve metropolitan Chicago. The Trust, along with the Knight Foundation, is providing support for Illinois Open Technology Challenge prizes.

Illinois Innovation Council
The Illinois Innovation Council, established by Governor Quinn in February 2011, identifies and advances strategies to foster and accelerate the innovation and economic growth that will create the jobs of today and tomorrow. One initiative is open data which builds on the public-private partnership objectives of the Council.
John S. and James L. Knight Foundation
The John S. and James L. Knight Foundation supports transformational ideas that promote quality journalism, advance media innovation, engage communities and foster the arts. Their belief is democracy thrives when people and communities are informed and engaged. The Knight Foundation is providing support for Illinois Open Technology Challenge prizes, along with The Chicago Community Trust
